Folders and Subfolders are available on all plans.
Folder and Subfolder limits per Space
Archived Folders and Subfolders do not count toward these limits.

Folder and Subfolder availability by user role
Everyone, including guests, can use Folders and Subfolders. Guests, limited members, and limited members view only must have Folders and Subfolders shared with them.
